I'm on Windows 10 On opening After Effects 18.2 I get:
After Effects warning: Unknown BIB Error. CT generic: Cannot read stream, BRV, 0
After Effects can't continue unexpected failure during application startup
After effects quits
I have unintalled and reinstalled 18.2 and I have reset my preferences.
I have innstalled and can run After Effects 17.7 but I need 18.2 for work purposes

The page you linked to has a different error. My problem isn't opening a project it's starting up after effects 18.2. Even after re-intall.And After effect 17 is fine.
